Submits transactions (permissions) and/or submissions (preferences).

This endpoint can be used from the frontend and requires token-based authentication.
It can only be used with a Citizen Access Token.

Authentication:

Include a Citizen Access Token in the Authorization header using the following format:

Authorization: AccessToken <token>

Where <token> is a Citizen Access Token. The token will be validated and exchanged
to retrieve application and citizen information, which will be automatically added to the
requests forwarded to the transactions-service and preferences-service.
