Request a single access token for the given citizen. N.B: at least one of Citizen Id or External Citizen Reference is required

date-time

An ISO 8601 formatted date-time when the token will expire. Defaults to 10 seconds from now if left null. Allowable range between ten seconds and three months.

Id of the citizen.
