Get Consent State for a Citizen

https://api.consentric.io/v1/consent-state

The provided Template will be merged with the Citizen's current Permission and Preference state and be ready to render.

A Template merged with Citizen state is known as an Enriched Template.

If the Citizen does not exist, the request will succeed and all Permission and Preference values will default to false or null.
